What is the CM Urban Leaders Fellowship Programme?
The CM Urban Leaders Fellowship Programme, also known as the Chief Minister’s Urban Leaders Fellowship (CMULF) is a fellowship programme that offers young leaders from across India a once-in-a-lifetime opportunity to engage within the Delhi government to address some of India’s most critical urban issues and learn what it means to “make change happen.” The Fellowship aims to recruit exceptional young Indians under the age of 35 from throughout the country who are enthusiastic about public service and are ready to work for the Delhi Government for two years. The Administrative Reforms department of the Government of the NCT of Delhi manages the Fellowship programme in close coordination with the Dialogue & Development Commission (DDC) and participating line departments of the Government of the NCT of Delhi.

Eligibility Criteria
The eligibility criteria for the CM Urban Leaders Fellowship Programme is enlisted below:
For the Position of Fellows
Either one of the following should apply:
- A PhD degree with minimum 1 year full-time work experience.
- A postgraduate degree with minimum 60% of marks (or equivalent CGPA) with minimum 3 years full-time work experience.
- A graduate degree with minimum 60% of marks (or equivalent CGPA) with minimum 5 years full-time work experience.
For the Position of Associate Fellows
Either one of the following should apply:
- Must have a postgraduate degree with minimum 60% of marks (or equivalent CGPA).
- Must have a graduate degree with minimum 60% of marks (or equivalent CGPA) with minimum one year full-time work experience.
Note:
- Professionals like Chartered Accountants, Architects, Company Secretaries etc. who are registered with their respective professional bodies shall be eligible to apply for Associate Fellows if they have minimum one year of post-registration work experience.
- Professionals such as MBBS, LLB etc. with a minimum 5 year course of study after 12th class will be considered as postgraduates.

- Outstanding academic accomplishment and performance
- More full-time job experience
- Relevant job experience in the public and development sectors, particularly in government
- Outstanding achievements and leadership potential must be demonstrated.

How to Apply?
To be considered for the CM Urban Leaders Fellowship Programme, applicants must first review the eligibility requirements and then complete the application form. Candidates can fill out the application form online. To complete up and submit the CMULF application form, follow the procedures outlined below:
- Go to DTU’s official website and fill out the application form for the CMULF.
- Fill the registration form with the necessary information. DTU will now give login credentials to applicants through email, and candidates must confirm the same.
- Applicants must now login using the credentials they received through email and complete the Delhi CM Urban Leaders Fellowship application form, including personal information, educational history and transcripts, employment experience, volunteer experience, and so on.
- Candidates must then upload an updated résumé as well as a passport-sized scanned picture.
- Applicants are recommended to double-check the information entered into the application form before submitting it.

Selection Process
The applicants are chosen for the CM Urban Leaders Fellowship Programme based on the following two criteria:
- Online Application: The candidates’ academic and professional qualifications, as well as their replies to policy analysis/personal statement questions in the online application, will be used in the first round of shortlisting.
- Interview: The final phase will include a personal interview with a panel of officials from the Government of the National Capital Territory of Delhi, as well as professionals from academia and civil society.
